    TRANSCRIPT: AMERY : IT ALL DEPENDS WHAT YOU MEAN BY THE PUBLIC INTEREST. THE AGREEMENT LAST SEPTEMBER WAS A PACKAGE DEAL, UNDER IT SOME FARES WERE INCREASED, WERE RAISED, SOME WERE REDUCED. THE OTHER FARES, WE RECKON BOAC WOULD LOSE ABOUT A MILLION POUNDS A YEAR, THE DUTCH AIRLINE NEARLY AS MUCH. IT WOULD BE IN THE PUBLIC INTEREST TO THE TAX-PAYER IN NEITHER COUNTRY.



    INT. : BUT IS I.A.T.A., AS A MONOPOLY, IN THE PUBLIC INTEREST?



    AMERY : IT'S VERY HARD TO SAY. WE'VE OFFERED TO DISCUSS THE WHOLE STRUCTURE OF COMPOSITION OF I.A.T.A. WITH THE AMERICANS. IT HAS BEEN A USEFUL INTERNATIONAL BODY FOR FIFTEEN YEARS OR MORE, AND UNLESS YOU'VE GOT SOME ORGANISATION FOR FIXING FARES, I THINK YOU MIGHT GET PEOPLE CUTTING PRICES TO A POINT WHERE AIR-SAFETY WAS ENDANGERED, WHERE THE OPERATORS WOULDN'T REALLY BOTHER TO MAINTAIN THE AEROPLANES AS WELL AS THEY SHOULD.



    INT. : NOW THERE'S BEEN TALK OF ARRESTING AMERICAN AIRCRAFT AT LONDON AIRPORT, ARE YOU IN FACT PREPARED TO DO THAT?



    AMERY : WELL, I'M NOT GOING TO MAKE ANY PROVOCATIVE STATEMENTS TONIGHT. OUR AMBASSADOR IS GOING TO TAKE UP THIS WHOLE QUESTION WITH THE AMERICAN ADMINISTRATION, HE'S GOING TO LEAVE THEM IN NO DOUBT THAT WE ARE NOT PREPARED TO TOLERATE BREACHES OF BRITISH LAW.

    THE MINISTRY SAID YESTERDAY (SUNDAY) THAT PAN AMERICAN AND TRANSWORLD AIRLINES HAD BEEN WARNED THAT A "FAILURE TO COMPLY WITH UNITED KINGDOM LEGAL REQUIREMENTS COULD RENDER THEIR AIRCRAFT LIABLE TO DETENTION."
    MEANWHILE ANGLO-AMERICAN TALKS TO AMBASSADOR LEVEL ON THE FARE DISPUTE WILL RESUME IN WASHINGTON EARLY THIS WEEK.

    THIS DISPUTE CENTRES ON LAST OCTOBER'S UNANIMOUS DECISION BY THE INTERNATIONAL AIR TRANSPORT ASSOCIATION (I.A.T.A.) TO HALVE THE 10 PER CENT DISCOUNT ON RETURN TICKETS. ALL MAJOR EUROPEAN AIRLINES EXCEPT WEST GERMANY'S LUFTHANSA ARE ALREADY CHARGING THE INCREASED RATE TO NEW YORK. THE DIFFERENCE IN THE NEW YORK - LONDON RETURN FARE IS GBP10 - THE NEW FARE BEING GBP183.

    THE NEW RATES CAME INTO EFFECT YESTERDAY, AS AGREED BY I.A.T.A. AT THE CONFERENCE LAST YEAR, BUT THE AMERICAN CIVIL AERONAUTICS BOARD (C.A.B.) ORDERED AMERICAN AIRLINES TO CONTINUE TO OPERATE AT THE OLD RATES. C.A.B. OPPOSES THE INCREASE BECAUSE THEY SAY THE AIRLINES DO NOT NEED HIGHER RATES TO OPERATE THE NORTH ATLANTIC FLIGHTS. THE GOVERNMENT-CONTROLLED TRANS CANADA AIRLINES IS ALSO REPORTED TO BE RETAINING THE OLD FARES ON THE INSTRUCTION OF CANADA'S TRANSPORT BOARD.

    I.A.T.A. HAS CALLED AN EMERGENCY MEETING IN BERMUDA ON THURSDAY (16 MAY) TO DISCUSS THE DISPUTE, BUT BRITAIN IS UNDERSTOOD TO CONSIDER THE MATTER JUSTIFIES GOVERNMENT ACTION.
