    Background: PRESIDENT KENYATTA OF KENYA, AND THE PRIME MINISTER OF UGANDA, DR. MILTON OBOTE, MET IN NAIROBI YESTERDAY (WEDNESDAY). THEY WERE DISCUSSING THE SEIZURE BY KENYA OF A SHIPMENT OF ARMS THAT WERE BEING DRIVEN THROUGH KENYA ON THEIR ON THEIR WAY FROM TANZANIA TO UGANDA.

    AFTER THE TWO LEADERS HAD COMPLETED THEIR TALKS, THEY GAVE A NEWS CONFERENCE. IT WAS ANNOUNCED THAT THE 47 UGANDANS ARRESTED WITH THE ARMS SHIPMENT WERE TO BE RELEASED. THE CONFISCATED ARMS WERE TO BE FORWARDED TO UGANDA.

    PRESIDENT KENYATTA SAID THAT THE KENYA GOVERNMENT HAD RECEIVED A FULL EXPLANATION ON WHY THE ARMS WERE CROSSING KENYA'S TERRITORY, AND HAD ACCEPTED AN APOLOGY FROM UGANDA. KENYA WAS SATISFIED THAT THE UGANDA GOVERNMENT KNEW NOTHING OF THE ROUTE THE ARMS WERE TAKING, AND THAT THE DECISION TO CROSS KENYA'S TERRITORY WAS TAKEN BY THE OFFICER LEADING THE CONVOY -- ON HIS OWN INITIATIVE.

    DR. OBOTE LATER PRAISED PRESIDENT KENYATTA FOR HIS DECISION TO ACCEPT THE EXPLANATION, AND HIS WILLINGNESS TO LET THE MATTER DROP. HE SAID THIS WAS IN KEEPING WITH PRESIDENT KENYATTA'S CHARACTER AS WORKER FOR AFRICAN UNITY.
