    GENERAL DE GAULLE RESIGNED TODAY (28 APRIL) AS PRESIDENT OF FRANCE AFTER CONCEDING DEFEAT IN A REFERENDUM ON REFORMS OF THE SENATE AND REGIONAL GOVERNMENT. A BRIEF COMMUNIQUE FROM THE ELYSEE PALACE SAID HIS DECISION WOULD TAKE EFFECT AT MIDDAY.

    WITH LESS THAN HALF A MILLION VOTES STILL TO ARRIVE FROM THE FRENCH OVERSEAS TERRITORY -- TOO FEW TO AFFECT THE OUTCOME -- THE MINISTER OF THE INTERIOR ANNOUNCED THE OFFICIAL RESULT AS FOR: 10,669,015 (47.13 PER CENT); AGAINST: 11,966,550 (52.87 PER CENT).

    IT WAS EVIDENT EARLIER IN THE COUNTING THAT THE "NON" VOTE WAS CLIMBING STEADILY AWAY FROM THE "OUI", IN THIS REFERENDUM ON WHICH THE PRESIDENT HAD DETERMINED TO STAKE HIS PERSONAL FUTURE. OPINION POLLS SEVERAL WEEKS AGO FORECAST WIDESPREAD APATHY TOWARDS THE REFERENDUM, BUT WITH THE POLITICAL FUTURE OF THE COUNTRY IN THE BALANCE, 80.47 PER CENT OF THE ELECTORATE CAST THEIR VOTE.

    THE PRESIDENT RELINQUISHES THE PERSONAL POWER HE ASSUMED 11 YEARS AGO AT THE HEIGHT OF THE CRISIS OVER ALGERIA. HIS MANDATE WAS CONFIRMED IN SEVERAL REFERENDA BUT THE MAJORITY IN HIS FAVOUR STEADILY DECLINED.

    HIS PLACE AT THE ELYSEE PALACE IS AUTOMATICALLY TAKEN BY M. ALAIN POHER, PRESIDENT OF THE SENATE. AS INTERIM PRESIDENT M. POHER HAS THE TASK OF ORGANISING FRESH PRESIDENTIAL ELECTIONS WITHIN 30 DAYS.

    M. GEORGES POMPIDOU, A FORMER PRIME MINISTER UNDER DE GAULLE, IS WIDELY EXPECTED TO REPRESENT THE GAULLIST PARTY IN THE FORTHCOMING ELECTION.
