Storyline: President Ephraim Katzir of Israel today opened discussions with political parties to see who would be able to form a government in the new Knesset. His first meeting was with the leaders of the Likud party, which won the most seats of any party in the recent elections.Tomorrow he meets Labour leaders and so on through the week he will meet all political parties, even the smallest, to discuss their role. Later, negotiations will move to a higher level and Likud leader, Menachem Begin, will call onthe President to be given a mandate to form a government if he can.
