Background: Pakistan's political leaders on Friday (Oct. 20) agreed on a new Constitution providing for a Federal parliament with two chambers, a President and a Prime Minister responsible to the legislature.

The agreement was reached after four days of talks between leaders of all parties in the National Assembly.

Opposition leaders who took part in the discussions said afterwards that President Zulfikar Ali Bhutto would be the first Prime Minister under the new Constitution.

The President has said the new Constitution must be adopted no later than next April 21st.

The new National Assembly will consist of 200 members elected by the people, with another 10 seats reserved for women for the first ???n years. The Upper House or Senate, will comprise 60 members...14 from each of Pakistan's four provinces and ???o from the centrally administered tribal areas.

The agreement was signed by ten politicians, including President Bhutto as chairman of the ruling Pakistan People's Party.

President Zulfikar Ali Bhutto chaired a gathering of the country's political leaders to sign an agreement on a new Constitution for Pakistan.

The Constitution was arrived at over four days of talks.

Correspondents feel the agreement has removed--for the time being at least--fears Pakistan might split up because of demands for greater autonomy by the provinces of Baluchistan, Sind and North West Frontier. These provinces have been concerned about Punjabi domination of their affairs.

Under the Constitution, Pakistan will have a Federal Parliament, a President and a Prime Minister responsible to the legislature. The National Assembly will have two hundred elected members, and ten seats will be reserved for women for the first ten years. The Upper House will have sixty members...fourteen from each of the provinces and two from the tribal areas.
