    SOME SIXTY-THOUSAND FLEMISH-SPEAKING BELGIANS DEMONSTRATED THROUGH THE STREETS OF BRUSSELS, OCT 22. THEIR COMPLAINT: THAT THEIR LANGUAGE AND CULTURE WAS BEING SWAMPED BY FRENCH-SPEAKING BELGIANS.

    THE DEMONSTRATORS HAD FLOCKED TO THE CAPITAL FROM TOWNS AND VILLAGES IN ALL THE MAIN FLEMISH-SPEAKING AREAS. INTENSE RIVALRY BETWEEN THE TWO GROUPS - THOSE WHOSE LANGUAGE IS FLEMISH, AND THE FRENCH-SPEAKING WALLOONS IS TRADITIONAL IN BELGIUM. IN THE PAST THERE HAVE BEEN UGLY CLASHES BETWEEN THEM, BUT THIS LATEST DEMONSTRATION NEVER REALLY GOT OUT OF HAND, ALTHOUGH POLICE HAD THEIR HANDS FULL COPING WITH ISOLATED INCIDENTS. TWO POLICEMEN WERE INJURED, AND TWENTY-FIVE PEOPLE WERE ARRESTED.

    AMONG OTHER THINGS, THE FLEMISH PEOPLE WANT A GOVERNMENT PLEDGE THAT THE FORMED FLEMISH-SPEAKING AREAS AROUND BRUSSELS SHALL ALWAYS REMAIN PART OF FLANDERS - THOUGH THE POPULATION IS NOW PREDOMINANTLY FRENCH-SPEAKING.

    BEHIND ALL THE SURFACE DIFFERENCES OF OPINION IS A STRONG MINORITY FEELING AMONG BOTH WALLOONS AND FLEMINGS THAT BELGIUM SHOULD HAVE A FEDERAL FORM OF GOVERNMENT - ALLOWING A GREAT DEAL OF LOCAL AUTONOMY.
