    THE SECURITY COUNCIL MET YESTERDAY (MONDAY) AND DECIDED TO RESUME ITS DEBATE ON RHODESIA BEFORE TAKING UP THE DOMINICAN REPUBLIC CRISIS.

    MR. USHER ARSNE OF THE IVORY COAST PUT THE NATIONALIST CASE AS STRONGLY AS POSSIBLE, THOUGH HE DID NOT, AS THE SOVIET UNION HAD DONE, CHASTISE BRITAIN IN THE PROCESS. HE ENDED HIS SPEECH BY ASKING THE COUNCIL TO TAKE NOTE OF THE BRITISH GOVERNMENT'S LATEST STATEMENT OF POLICY AND TO 'ENCOURAGE' IT AND OTHERS NOT TO RECOGNISE ANY UNILATERAL DECLARATION OF INDEPENDENCE BY A MINORITY WHITE REGIME.

    DURING THE DEBATE, MR. FEDORENKO OF THE SOVIET UNION REFERRED TO THE ANXIETY OF THE 35 AFRICAN COUNTRIES WHICH HAD PREVIOUSLY RAISED THE ISSUE OF RHODESIA.

    FOR BRITAIN, LORD CARADON POINTED OUT THAT IN RECENT YEARS, BRITAIN HAD ENFRANCHISED AND BROUGHT TO INDEPENDENCE POPULATIONS NEARLY THREE TIMES THAT OF THE SOVIET UNION.
