AMONG OTHER THINGS IT IS POINTED OUT THAT SINCE 1952 THE HEAD OF THE SECURITY SERVICE HAS BEEN RESPONSIBLE TO THE HOME SECRETARY, FOR FOUR SUCCESSIVE HOME SECRETARIES FOR THE EFFICIENT WORKING OF THE SERVICE. THE REPORT COMPLETELY CLEARS THE SERVICE OF ALL CRITICISMS IN CONNECTION WITH THE PROFUMO AFFAIR. I HAVE NO FURTHER COMMENT TO MAKE."

    THIS WAS ONE OF THE BIGGEST SHOCKS OF THE REPORT FOR POLITICIANS. THEY HAD BELIEVED FOR THE PAST 11 YEARS THAT THE PRIME MINISTER SUPERVISED THE SECURITY FIELD.

    QUESTIONS ON SECURITY IN THE PAST HAVE BEEN ANSWERED BY SUCCESSIVE PRIME MINISTERS WITHOUT THE SLIGHTEST INDICATION THAT THEY SHOULD HAVE BEEN ADDRESSED TO THE HOME SECRETARY.

    MR GEORGE WIGG, LABOUR MINISTER, WHO FIRST RAISED THE PROFUMO ISSUE IN PARLIAMENT, SAID MR BROOKE'S ROLE WAS UNKNOWN TO THE OPPOSITION AND ALSO TO HIS OWN COLLEAGUES.

    MR BROKE ENTERED PARLIAMENT IN 1938 AND WAS MINISTER FOR HOUSING FROM 1957 TO '61. HERE HE BECAME CHIEF SECRETARY OF THE TREASURY AND PAYMASTER-GENERAL, TAKING THE HOME SECRETARY POST IN JULY OF LAST YEAR.
