    Background: Alexei Manzhulo -- the Soviet Union's Deputy-Foreign Minister, became his country's first ministerial visitor to Portugal since the two countries established diplomatic relations in 1974, when he arrived in Lisbon on Monday (5 January).

    Mr. Manzhulo and his delegation will take part in a Soviet-Portuguese Economic Commission meeting beginning on Tuesday to try and determine ways of reducing the Portuguese trade deficit in their exchanges with the Soviet Union.

    A small deficit in 1974 grew to 1,000 million escudos (nearly 1.7 million pounds sterling) last year, mainly through imports of petroleum products and raw cotton.

    Observers believe the Portuguese negotiators will concentrate on trying to obtain more favourable conditions for oil imports.
