    Representatives of development finance institutions from all parts of Africa began a seminar in Nairobi on Wednesday (28 January) to discuss the effect of the world economic crisis on the work of development banks in Africa.

    It is the first seminar to be organised by the Association of African Development Finance Institutions, which was formed a year ago.

    Opening the seminar, Kenya's Minister for Fiance and Planning, Mr. Mwai Kibaki, said it was important for African countries to establish effective co-operation at this level, irrespective of what he termed "contemporary political differences".

    Development problems were the same throughout Africa, irrespective of the political conditions under which they arose, he said. He also condemned the practice of forming so-called expert commissions to study particular problems which were capable of being solved by Africans themselves. Foreign experts were needed only in highly specialised fields, Mr. Kibaki said.

    About 125 delegates from African countries are attending the seminar.
