    THE CONGRESS STEMS FROM A PROPOSAL BY THE SHAH A YEAR AGO TO ALL NATIONS TO MEET TOGETHER ON THE PROBLEM AND UNESCO TOOK UP THE CHALLENGE.

    AS A RESULT, 118 NATIONS ARE REPRESENTED AT THE 11-DAY CONGRESS -- THE WORLD'S BIGGEST DRIVE TO PROMOTE BETTER INTERNATIONAL CO-OPERATION IN THE STRUGGLE AGAINST ILLITERACY IS UNDER WAY.

    IN HIS OPENING SPEECH ON WEDNESDAY, THE SHAH APPEALED TO ALI NATIONS TO REDUCE MILITARY EXPENDITURE IN ORDER THAT 700 MILLION ILLITERATES MIGHT ENJOY THE BENEFITS OF EDUCATION. THE WORLD ARMAMENT BILL IN 1962 AMOUNTED TO 120,000 MILLION DOLLARS (GBP56,750 MILLION), THE SHAH SAID.
