THE 13-DAY MEETING IS TO REVIEW THE ACTIVITIES OF THE COMMISSION DURING THE PAST TWO YEARS, AND DRAW UP A WORK PROGRAMME FOR THE NEXT TWO.

    THE OPENING ADDRESS WAS MADE YESTERDAY (MONDAY) BY LIEUTENANT-COLONEL YAKUBU GOWON, LEADER OF THE FEDERAL REPUBLIC OF NIGERIA'S MILITARY GOVERNMENT. LEA
    THE SESSION WAS DECLARED OPEN BY MR TOM MBOYA, KENYA'S MINISTER FOR ECONOMIC PLANNING AND DEVELOPMENT, WHO YESTERDAY ENDED HIS TWO-YEAR TERM AS CHAIRMAN OF THE COMMISSION. HE CALLED FOR A "MARSHALL" PLAN FOR AFRICA TO BE SET UP BY THE RICH NATIONS OF THE WORLD.

    MALAWI IS THE ONLY INDEPENDENT AFRICAN STATE NOT ATTENDING THE SESSION -- FOR CIRCUMSTANCES BEYOND THE COUNTRY'S CONTROL -- APART FROM SOUTH AFRICA, WHICH ALTHOUGH A MEMBER, IS BARRED.
