    INTRODUCTION: The United Nation's Security Council has been debating a call by Egypt for the prompt resumption of the 1973 Geneva Middle East peace conference with the participation of all parties, including the Palestine Liberation Organisation - the PLO. The Egyptian Ambassador, Esmat Abdel Meguid, made the appeal on Friday (25 march) after the U.N. Secretary General, Dr. Kurt Waldheim, told the Council that obstacles still remained before the talks could be reconvened. He referred in particular to Israel's refusal to recognise the PLO as a separate negotiating team. The General Assembly voted last December to recommend that the conference resume by the end of March, but a recent Middle East mission by Dr. Waldheim established that this was an impossible deadline.
