    President Idi Amin of Uganda on Saturday (June 9) attended a passing out parade by new county chiefs who had just completed a one-month course in administration. About three months ago, General Amin's government organised elections of county, sub-country and village chiefs throughout the country.

    Since coming to power, General Amin had been governing country areas largely with the administrations appointed by ex-President Milton Obote. They were even fears that some of the chiefs were still pro-Obote.

    Few of the old chiefs were returned at the elections. Some of the newcomers are former military personnel, who resigned from the Army or the Police to contest the elections. The majority, however, are civilians.

    While the newcomers were taking their training course in Kampala, the government appointed soldiers to stand in for them.
