    Background: THOUSANDS OF ARAB STUDENTS DANCED AND SANG IN THE STREETS OF DAMASCUS YESTERDAY (MONDAY).THEY WERE DEMONSTRATING SUPPORT FOR THE NEW REGIME WHICH TOOK CONTROL OF SYRIA AFTER LAST WEEK'S REVOLT.CARRYING PICTURES OF PRESIDENT NASSER OF EGYPT, THE STUDENTS CHEERED THE RAISING OF THE UNITED ARAB REPUBLIC FLAG OVER THE GOVERNMENT GUEST HOUSE - THE FIRST TIME IT HAS BEEN FLOWN FROM ANY SYRIAN OFFICIAL BUILDING SINCE THE COUNTRY BROKE AWAY FROM EGYPT IN SEPTEMBER 1961.

    STAYING AT THE GUEST HOUSE IS THE IRAQI VICE-PREMIER, ALI SALEH SAADI.FOR THE PAST THREE DAYS HE HAS BEEN LEADING A DELEGATION TO THE "UNITY TALKS" WHICH HAVE BEEN TAKING PLACE IN DAMASCUS.MR.SAADI IS EXPECTED TO REMAIN BEHIND WHEN THE DELEGATION RETURNS TO BAGHDAD SO THAT HE CAN ASSIST IN THE "CO-ORDINATION AMONG THE FIVE LIBERATED ARAB COUNTRIES IN ALL FIELDS".

    AT A PRESS CONFERENCE, MR.SAADI SAID HIS COUNTRY, SYRIA AND THE UNITED ARAB REPUBLIC WILL "DEFINITELY UNITE".HE ADDED THAT A PROPOSAL FOR A JOINT MILITARY COMMAND HAS BEEN SENT TO ALGERIA, THE UAR, AND YEMEN.

    IN DAMASCUS LIFE IS RETURNING TO NORMAL: ARMY UNITS HAVE BEEN WITHDRAWN FROM THE STREETS, ALTHOUGH THERE ARE GUARDS AROUND A NUMBER OF EMBASSIES, THE BROADCASTING STATION AND THE TELEGRAPH OFFICE.WORK HAS BEEN RESUMED IN GOVERNMENT DEPARTMENTS, WHILE SHOPS, CINEMAS AND CAFES ARE OPEN FOR BUSINESS ONCE MORE.THE FORMER PREMIER, KHALED AL AZEM IS STILL TAKING REFUGE IN THE TURKISH EMBASSY.

    SYRIA'S NEW GOVERNMENT HAS SENT LETTERS TO HEADS OF MISSION IN DAMASCUS EXPRESSING THE DESIRE TO MAINTAIN FRIENDLY RELATIONS ON THE BASIS OF RESPECT FOR UNITED NATIONS PRINCIPLES, A BRITISH FOREIGN OFFICE SPOKESMAN SAID IN LONDON TODAY.
