    In Saigon on Monday, the Chief Delegate to the four-nation International Commission for Control and supervision of the Ceasefire, Mr. Michel Gauvan, who is also Canada's ambassador to Greece, held a news conference following the first meeting of the ICC, at which delegation from Canada, Poland, Hungary, and Indonesia had a 60-minute talk on sending observers into the field.

    Mr. Gauvin said the international observer force could not begin work until it was supplied with agreed demarcation lines, transport facilities, and guarantees of security.

    He said that if they were not working the Commission could not work.

    Mr. Gauvin said the first meeting of the Control Commission had been held, as he put it, in an atmosphere of co-operation". Canada had taken the initiative in calling the session after its delegation had discovered on arriving in the early morning hours that scheduled meeting had not, in fact, been arranged.

    Mr. Gauvin, asked what the Commission could do if fighting broke out, as a reporter put it, "right across the street", replied simply: "Nothing".

    He said that he did not expect another meeting of the Commission until the following day.
