MR.HARRIMAN, UNDER-SECRETARY OF STATE FOR POLITICAL AFFAIRS, WAS SPEAKING IN WASHINGTON AFTER GIVING A THREE-HOUR BRIEFING ON THE TALKS TO THREE CONGRESSIONAL COMMITTEES.

    ALTHOUGH THE TEST BAN TREATY HAS BEEN INITIALLED BY THE AMERICAN, BRITISH AND SOVIET NEGOTIATORS, IT STILL -- ON THE AMERICAN SIDE -- NEEDS RATIFICATION BY THE SENATE BEFORE IT BECOMES EFFECTIVE. THE SENATE QUESTIONING OF MR.HARRIMAN WAS CLOSED TO ALL REPORTERS, BUT AFTERWARDS FOUR OF THE LEADING SENATORS GAVE THEIR VIEWS.
