    THIS FILM ROUNDUP COVERS THREE ASPECTS OF THE CONVENTION -- THE PARTY'S TWENTY EIGHTH.

    (A). THE SUPPORTERS OF GOVERNOR SCRANTON, LATE STARTER FOR THE NOMINATION WHO IS OPPOSING GOLDWATER AS A "MODERATE" CANDIDATE PROPOSED ON THE OPENING DAY THAT THE RULES BE CHANGED TO DENY SEATS TO DELEGATES WHO MAY HAVE BEEN CHOSEN IN AREAS WHERE THERE WAS RACIAL DISCRIMINATION IN THE SELECTION PROCESS. THE PROPONENTS OF THE RULE CHANGE RECEIVED COMPARATIVELY LIGHT APPLAUSE -- AND SOME BOOS. BUT SENATOR CARL CURTIS OF NEBRASKA, A GOLDWATER SUPPORTER WHO OPPOSED THE CHANGE RECEIVED AN UPROARIOUS RECEPTION AND WHEN THE PROPOSAL WAS PUT TO VOICE VOTE IT WAS BURIED UNDER A ROAR OF "NO'S".
