    GRAVES: "We are assembled here for the signing of two memorandums of understanding. One for the acquisition and manufacture of the Eagle F-15 superiority aircraft and the other for the acquisition and manufacture of P-3C Orion anti-submarine warfare aircraft. Both will be manufactured in Japan. I am honoured to participate with Mr. Mabuchi, the Director General of the Equipment Bureaux of Japan's Defence Agency, in signing these agreements on behalf of our respective governments. These two programmes will contribute significantly to the defence posture of Japan and will further standardisation and interoperability."



    GRAVES: "Mr. Mabuchi on behalf of all of us from the United States who have participated so far and looking forward to the future, I would like to present to you the pen set which was used by me to sign the agreement on behalf of the United States. Thank you very much."



    MABUCHI: "Well Mr. Graves I would also like to present to you the pen signed by me for the same agreement."



    GRAVES: "Thank you very much sir, I'd like to stand and shake your hand in recognition of this significant step. Thank you very much."



    MABUCHI: "Thank you very much."

    Background: A formal agreement for Japan to buy two billion Dollars worth of American warplanes was signed in Washington on Tuesday (20 June). The Japanese Defence Minister, Mr. Shin Kanemaru and the U.S. Defence Secretary, Mr. Harold Brown both witnessed the signing for 100 McDonnell Douglas F-15 fighters and 45 Lockheed P-3C submarine patrol planes to be assembled in Japan.

    SYNOPSIS: Although Mr. Kanemaru was in the United States on a week-long informal visit, there was a full military welcome for him and the Japanese delegation at the Pentagon. During his visit Reuters reported he was expected to discuss last month's U.S. request that Japan increase its contribution to the cost of maintaining American Armed Forces there because of the weakening of the Dollar's value against the Yen. As the agreement was signed Lieutenant Colonel Ernest Graves commented on the deal.

    In reply to Colonel Graves' comments Mr. Mabuchi said the purchases would modernise and enhance greatly the air defence and anti-submarine warfare capabilities of Japan's self-defence forces. Following the official signing of the agreement the two men held their own ceremony.
