    After a meeting with Rajeshwar Dayal, United Nations Deputy Secretary-General, and General von Horn, UNO military commander, Oct 22, Colonel Mobutu stated he would have nothing more to do with United Nations officials in Leopoldville. He intends to fly to New York for direct talks with Secretary-General Dag Hammarskjoeld.

    For some time Colonel Mobutu has been trying to arrest a number of deputies supporting deposed Premier Patrice Lumumba. Each time United Nations officials backed by troops have intervened. His most recent attempt to arrest Lumumba almost led to a clash between United Nations Forces and the Colonel's Congolese army.

    In the confused situation at present in the Congo Republic there seems to be no real Government body. Mobutu's troops patrol the streets with United Nations soldiers both working independent of each other. Several recent outbreaks of mob violence in Leopoldville have been put down to Congolese troops by the United Nations. Colonel Mobutu in turn has replied that the violent outbreaks are the work of pro-Lumumba terrorists.
