    AFRICAN COUNTRIES ARE TO LIMIT THE IMPORTATION OF RICE, MR M.C. MENSAH, U.N. FOOD AND AGRICULTURE ORGANISATION REGIONAL REPRESENTATIVE FOR AFRICA SAID TO THURSDAY.

    MR MENSAH WAS SPEAKING AT A NEWS CONFERENCE IN ACCRA, ACCOMPANIED BY HIS NEWLY APPOINTED DEPUTY, MR YOHANNES HABTU OF ETHIOPIA. HE TOLD NEWSMEN THAT RICE-GROWING COUNTRIES IN WEST AFRICAN DECIDED AT A RECENT FAO RICE CONFERENCE IN MONROVIA TO FROM A WEST AFRICAN RICE DEVELOPMENT ASSOCIATION TO HELP PROMOTE THE GROWING OF RICE TO MEET LOCAL CONSUMPTION.

    AT PRESENT, HE SAID, OUT OF A TOTAL OF ONE AND A HALF MILLION TONS OF RICE CONSUMED ANNUALLY IN WEST AFRICA, FOUR HUNDRED THOUSAND TONS IS TONS IS IMPORTED.

    THE NEW ASSOCIATION WOULD BE OPEN TO ALL AFRICAN COUNTRIES, AND PROVISION WOULD BE MADE FOR ASSOCIATION MEMBERS.

    FOR THE FIRST FIVE YEARS, IT WOULD BE HEAVILY FINANCED BY DONOR-COUNTRIES, SUCH AS THE UNITED STATES, BRITAIN, FRANCE AND THE NETHERLANDS, AND INTERNATIONAL BODIES.

    THE ASSOCIATION PLANS TO INVESTIGATE THE PROBLEMS OF PRODUCTION AND MARKETING OF RICE. IT AIMS, SAID MR MENSAH, TO MAKE THE BEST METHODS OF RICE PRODUCTION AVAILABLE TO SMALL FARMERS.

    HE HOPED THAT THE NEW PLAN WOULD GO FAR TOWARDS MAKING AFRICA SELF-SUFFICIENT IN RICE PRODUCTION.
