    THE GOAL, ONE OF THE FIRST OF ITS KIND IN EUROPE, CATERS PURELY FOR TRAFFIC OFFENDERS. ORIGINALLY IT WAS A MARINE PRISON, BUT IN PREPARATION FOR ITS NEW TENANTS THE INTERIOR WAS COMPLETELY REBUILT. BARS ON THE WINDOWS WHICH WERE TOO HARD TO REMOVE ARE THE ONLY OBVIOUS REMINDERS OF THE OLD STYLE PRISON SYSTEM.

    OFFICIALLY OPENING THE BUILDING WAS MR. VON NOTTBECK, MINISTER OF JUSTICE FOR LOWER SAXONY. HE WAS TAKEN ON A TOUR OF THE BUILDING BEFORE MAKING A SHORT SPEECH IN WHICH HE SAID THE PRISON INDICATED A NEW ATTITUDE TOWARDS THE DETENTION OF LAWBREAKERS.

    WITHIN THE NEXT THREE MONTHS 100 "GUEST" ARE EXPECTED TO BE RECEIVED IN THE PRISON TO PAY FOR THEIR MISLEEDS ON WEST GERMANY'S ROADS.
