    President Moise Tshombe of Katanga arrived at Leopoldville airport March 15 aboard a United Nations aircraft to begin talks with Prime Minister Cyrille Adoula on unifying the Congo Republic. More that 1,000 U.N. troops and police provided the biggest-ever security cover. President Tshombe was greeted by Mr. Niumba, chief of the Katangese delegation to the Central Parliament, before boarding a U.N. helicopter to be flown to the U.N. headquarters in Leopoldville.

    Prime Minister Adoula was not on hand to greet Mr. Tshombe. He flew to Coquilhatville earlier in the day to try to settle a dispute between members of the Equatorial Provincial Assembly. He was scheduled to return later that day.

    The two men finally got together Mr 18 for a two-and-a-half hour meeting at Mr. Adoula's residence overlooking the River Congo. Rigid security precautions were taken, part of the security guarantees Mr. Tshombe had insisted upon before agreeing to come to Leopoldville. These guarantees include the right to return to Elizabethville any time he likes.

    Eight central Government Cabinet Ministers were present at the meeting. Afterwards, the Katangese leader was driven straight back to the United Nations headquarters in Leopoldville, where he is staying. No communique was issued. An unconfirmed report said they would meet again the following day.
