    During Tuesday's (17 April) Security Council debate at the United Nations on Israeli's commando raids on Beirut and Sidon last week, the Lebanese delegate and Israeli delegate traded views on the situation.

    It seems almost certain that the current debate -- which has been among the most heated U.N. debates in recent months -- will be followed by a full scale review of the Middle East crisis, deadlocked since the 1967 war between Israel and the Arab states.

    Various Arab diplomats condemned Israel during the debate. Egypt's Foreign Minister Mohammed Hassan El-Zayyat, who flew to New York especially to deliver his country's views, called on all U.N. members to end military and economic assistance to Israel.

    The People's Republic of China and the Soviet Union both spoke guardedly in favour of the Arab cause. But the United States' representative, Mr. John Scali spoke only briefly, to refute what he called the "big lie" that the U.S. was implicated in the Israeli attacks on Palestine guerrilla bases inside Lebanon.

    However, Mr. Scali cautioned against the planned Arab resolution condemning Israel, saying that the cycle of violence and counter-violence would not be broken by drawing distinctions between actions by individuals and groups and action by conventional forces.

    Britain's delegate, Sir Colin Crowe delivered an address condemning Israel for its act of "official violence".
