    PRESIDENT PHILIBERT TSIRANANA OF MADAGASCAR YESTERDAY (TUESDAY) ATTENDED THE PARADE TO CELEBRATE THE COUNTRY'S 11TH ANNIVERSARY AS A REPUBLIC. THE THREE-HOUR DISPLAY BY MILITARY AND CIVILIAN CONTINGENTS TOOK PLACE ALONG TANANARIVE'S INDEPENDENCE AVENUE.

    AFTER INSPECTING THE GUARD OF HONOUR ACCOMPANIED BY CHIEF OF STAFF GENERAL RAMANATSOA, PRESIDENT TSIRANANA AND THE OFFICIAL PARTY - WHICH INCLUDED ALL MEMBERS OF THE GOVERNMENT AND THE ENTIRE DIPLOMATIC CORPS - TOO THEIR PLACES ON THE REVIEWING STAND TO WATCH THE MARCH PAST.

    MADAGASCAR - A FRENCH COLONY SINCE 1896, WAS PROCLAIMED A REPUBLIC AND MEMBER STATE OF THE FRENCH COMMUNITY OF AFRICA ON 14 OCTOBER, 1958; AND BECAME INDEPENDENT STATE WITHIN THE COMMUNITY ON 26TH JUNE, 1960. ITS MAINLY AGRICULTURAL ECONOMY IS STABLE, AND THE COUNTRY HAS JUST ENTERED A SECOND FIVE-YEAR DEVELOPMENT PLAN FINANCED IN PART BY FOREIGN AID - PRIMARILY FROM FRANCE, WITH WHOM THE MALAGASY REPUBLIC CONTINUES TO MAINTAIN AMICABLE RELATIONS.

    THE ARMY HAS A STRENGTH OF ABOUT 4,000 - ORGANIZED IN INFANTRY AND ARTILLERY BATTALIONS AND AN ARMOURED SQUADRON. THE AIR FORCE, CREATED IN 1961, HAS A PERSONNEL OF 500 AND IS MAINTAINED WITH FRENCH AIR FORCE ASSISTANCE AND TRAINING.
