    SECRETARY OF STATE DEAN RUSK, HEADING THE AMERICAN DELEGATION, IS SEEKING RENEWED JAPANESE SUPPORT OF U.S. POLICIES. HE REFERRED ON A NUMBER OF OCCASIONS TO VIETNAM, SPEAKING OF "THE THREAT TO THE SECURITY OF SOUTH EAST ASIA ARISING FROM NORTH VIETNAM'S CONTINUING AGGRESSION BY ARMED ATTACK AGAINST SOUTH VIETNAM", BUT THE JAPANESE FOREIGN MINISTER, MR. ESTUSABURO SHIINA, REFERRED TO VIETNAM ONLY TO EXPRESS JAPAN'S HOPE THAT THE CONFLICT WOULD BE SETTLED AS PEACEFULLY AS POSSIBLE.

    OUTSIDE THE CONFERENCE HALL DEMONSTRATORS CHANTED "RUSK GO HOME" AND "STOP VIETNAM WAR", BUT POLICE HELD THE CROWDS BACK AND THERE WERE NO SERIOUS INCIDENTS.
