It was the first meeting of the Council's Executive since last February. However, three organisations boycotted the session - the Popular Front for the Liberation of Palestine (PFLP) the Arab Liberation Front (ALF) and the Popular Liberation Front (PLA). 36 of the 40 council members were present.
