    TRANSCRIPT: SEQ. 2: SIGUEREDO: "Mr. Chairman, we inherited a world devastated by two world wars. But what we are passing on to the upcoming generations will be the redeemable future if we do not desist from making war and manufacturing the instruments of war. Instead of building empires, Mr. Chairman, we should build a world. Instead of inventing new methods of mass destruction we should eradicate disease, hunger an illiteracy. Instead of poisoning the rivers and defoliating the forests, we should be building dams and bridges. Instead of bombs we should be building school. Instead of releasing menstruous chemicals and radiations into the atmosphere with nuclear tests and atomic blasts, we should leave our heirs with the priceless legacy that is their birthright--pure air to breathe and contaminated soil to grow their food. There is enough on this planet for everyone but if the arms spiral continues there will be nothing left for anyone. Mankind will obliterate its own existence. There will be no survivors and that is the one crime that we cannot commit, that is deny future generations the right to participate in the human cycle. History will judge us, our own children will condemn us. This knowledge of impeding disaster should arm us morally politically and legally and do away with the type of nuclear and conventional arms that may yet envelope this world in a final terrible holocaust.     Background: The first committee of the United Nations general assembly of Friday (31 October) took up the subject of disarmament.

    SYNOPSIS: The Russian delegate, Mr. Vladimir Petrovsky, said the whole NATO and American military machine was in an offensive posture. The Angolan representative, Mr. Elisio de Sigueredo, welcomed the Soviet resolution on measures for reducing the dangers of war.

    Egypt's permanent representative, Ahmed Abdel Meguid, proposed the formation of a working group to negotiate a convention of the total prohibition of nuclear tests.
