    THE SUBJECT OF SOUTH VIETNAM DIVIDED MEMBERS OF THE WORLD PARLIAMENTARY UNION WHEN THE ORGANISATION'S 56TH, CONFERENCE OPENED IN LIMA, PERU, ON THURSDAY (5 SEPTEMBER). VISITING MEMBERS WERE WELCOMED TO THE CONFERENCE BY PRESIDENT BELLAUNDE, OF PERU.

    MORE THAN 450 PARLIAMENTARY REPRESENTATIVES FROM 63 NATIONS ARRIVED IN LIMA TO TAKE PART IN THE MEETING.

    THE OPENING DAY'S BUSINESS INCLUDED DISCUSSION OF THE POSITION OF SOUTH VIETNAM. THE CONFERENCE PRESIDENT, ABDERRAMAN ABDENEBBI, OF TUNISIA, SUPPORTED THE READMISSION OF SOUTH VIETNAM, WHICH, HE SAID, HAD COMPLIED WITH ALL THE NECESSARY CONDITIONS.

    FINLAND AND YUGOSLAVIA STRONGLY OPPOSED THE PROPOSAL. THEIR SPOKESMAN CLAIMED M. ABDENEBBI HAD DEVIATED FROM HIS FUNCTIONS AS PRESIDENT IN SUPPORTING IT.

    DEBATE ON THE ISSUE WAS POSTPONED FOR THE DAY.

    OF THE UNION'S 70 MEMBER STATES, SEVEN - INCLUDING CZECHOSLOVAKIA - WERE NOT REPRESENTED AT THE OPENING DAY.

    COLONIALISM AND AID TO DEVELOPING COUNTRIES ARE AMONG SUBJECTS WHICH WILL BE DISCUSSED BY THE PARLIAMENTARIANS DURING THE CONFERENCE.
