    INTRODUCTION Bilateral relations and African affairs were the major points discussed by Rwanda's President Juvenal Habyarimana and President Valery Giscard D'Estaing in Paris on Wednesday (13 April). The Rwandan President is currently on a three-day visit to France for talks with French officials.

    SYNOPSIS: The two leaders had their first meeting at the Hotel Marigny, where most official government guests stay. France and Rwanda have established close ties during the 1970s and last year about 12 million U.S. dollars was given in French economic aid. France also sponsors several technical and educational programmes and has sent about 100 people to work in Rwanda. French doctors are among those currently trying to improve the chronic medical service. There are only about 20 small hospitals and one doctor for every 55,000 inhabitants.

    President Giscard D'Estaing said the talks would deepen the understanding and friendship between the two countries. He said Rwanda is trying to form a united nation at a time when there's a tendency to divide the world into antagonistic groups.

    President Habyarimana seized power in 1973 and since then his task of improving the daily life of the four million inhabitants has been difficult. A fierce and bloody tribal war scarred the country and cost thousands of lives in the 1960s. With the help of overseas aid from countries like France, his government is making modest advances.
