President Marcos and his wife, Imelda, took part in a tree-planting ceremony near Manila's multi-million dollar cultural centre complex, where in an important speech he derided reports that the people wanted him to end martial law and step down.
About a mile away from where Mr. Marcos and his wife planted a tree, police defused a bomb found at Manila's Rizal park.
The bomb was timed to explode while President Marcos would be speaking to his countrymen on nationwide radio and television.
Speaking before the thousands of school children and government employees in early morning, Mr. Marcos declared: "It is only a weak leader who impose himself when he is not wanted. I am your leader at your order. So long as there is mandate, I will continue the task in the spirit of that mandate....
"If the people can find a better leader, I will step down and work with the leader," he said in a voice charged with emotion.
