    Background: MR. KWESI ARMAH, THE GHANAIAN FOREIGN TRADE MINISTER IN THE NKRUMAH REGIME, TODAY (THURSDAY) MADE HIS SECOND COURT APPEARANCE IN LONDON ON CORRUPTION CHARGES. HE WAS AGAIN REMANDED IN CUSTODY FOR A WEEK. HE WAS DRIVEN TO THE BOW STREET MAGISTRATE'S COURT IN A POLICE VAN.

    THE CASE IS EXPECTED TO BE HEARD ON MAY 19. MR. ARMAH, WHO IS 36 AND A FORMER HIGH COMMISSIONER IN LONDON, WAS ARRESTED IN LONDON ON APRIL 27 ON A WARRANT ISSUED BY THE GHANA GOVERNMENT.

    HE IS CHARGED UNDER BRITAIN'S FUGITIVE OFFENDERS ACT WITH CORRUPTION AND EXTORTION. THE PROSECUTION SAID TODAY MR. ARMAH HAD ATTEMPTED TO RECEIVE GBP40,000 STERLING FOR ISSUING AN EXPORT TRADE LICENCE, BUT HAD IN FACT RECEIVED ONLY HALF OF THIS SUM.

    THE DEFENCE SAID MR. ARMAH WOULD BE CONTESTING THE CHARGES ON THE GROUNDS THAT THEY WERE PROMPTED BY POLITICAL MOTIVES.

    (MR. ARMAH, WHO CALLS HIMSELF A RETIRED DIPLOMAT, HAS BEEN REGARDED BY THE BRITISH AUTHORITIES AS A PRIVATE CITIZEN SINCE LAST FEBRUARY'S COUP WHICH OVERTHREW THE NKRUMAH GOVERNMENT. HE WAS WITH DR. NKRUMAH IN PEKING WHEN THE COUP OCCURRED).
