    THE MINISTERS BEGAN THEIR MEETING IN SECRET SESSION ON THURSDAY TO PLAN WAYS OF MASSING THEIR MILITARY MIGHT AGAINST ISRAEL. THE PROPOSAL FOR THE SUMMIT CAME FROM EGYPT'S PRESIDENT NASSER.

    ALL MEMBERS OF THE ARAB LEAGUE, EXCEPT TUNISIA, SENT THEIR DEFENCE AND FOREIGN MINISTERS TO THE TWO-DAY MEETING WHICH IS THE FIRST SINCE THE 1967 JUNE WAR. ALSO REPRESENTED WAS THE PALESTINE LIBERATION ORGANISATION (PLO), WHOSE MILITARY ARM AL FATAH, IS ENGAGED IN ALMOST DAILY GUERRILLA CLASHES WITH THE ISRAELI FORCES.

    ACCORDING TO INFORMED SOURCES A SUCCESSION OF SPEAKERS WERE GLOOMY ABOUT THE PROSPECTS OF A POLITICAL SOLUTION TO THE ARAB-ISRAEL SITUATION.

    JORDAN'S FOREIGN MINISTER, MR ABDEL MONEIM RIFAI, SAID THE ARABS HAD MADE POSITIVE EFFORTS FOR A PEACEFUL SOLUTION, ALMOST "TO THE BRINK OF SURRENDER" IN FACT, BUT THERE WAS NO GOODWILL BY ISRAEL.

    EGYPT'S FOREIGN MINISTER, MR MAHMOUD RIAD, POURED COLD WATER ON REPORTED NEW U.S. POLICY PROPOSALS, WHICH HE DESCRIBED AS "EVEN WORSE THAN THE OLD ONES."
    EGYPT'S MINISTER OF WAR, GENERAL MOHAMMED FAWZY, REPORTED ON THE SITUATION ALONG THE SUEZ CANAL ACROSS WHICH EGYPT HAS STAGED SEVERAL RECENT COMMANDO RAIDS.

    GENERAL EMILE BUSTANI, COMMANDER-IN-CHIEF OF THE LEBANESE ARMY ALSO SPOKE AND WAS UNDERSTOOD TO HAVE REPORTED ON RECENT CLASHES BETWEEN THE ARMY AND PALESTINE GUERRILLAS.
