    SOME 15,000 WHITE PEOPLE DEMONSTRATED IN A SNOW-STORM OUTSIDE THE HEADQUARTERS OF THE NEW YORK CITY BOARD OF EDUCATION ON THURSDAY PROTESTING AGAINST PLAN TO DIMINISH RACIAL IMBALANCE IN THE CITY'S PUBLIC SCHOOLS.

    THE DEMONSTRATORS, NEARLY ALL PARENTS OF CHILDREN ENROLLED IN THE CITY'S SCHOOLS, WERE PROTESTING AGAINST THE EDUCATION BOARD'S PROPOSALS FOR TRANSPORTING CHILDREN FROM ONE NEIGHBOURHOOD TO A SCHOOL IN ANOTHER. THE REASON FOR DOING THIS IS BECAUSE AT PRESENT SCHOOLS DRAW THEIR PUPILS FROM THE IMMEDIATE NEIGHBOURHOOD; THUS IF ONE NEIGHBOURHOOD IS A NEGRO AREA, THE ENROLMENT OF THE LOCAL SCHOOL IS NEGRO. CIVIL RIGHTS GROUPS PROTESTED AGAINST THIS "DE FACTO" SEGREGATION AS DETRIMENTAL TO EDUCATION, AND AS A RESULT, THE EDUCATION BOARD ANNOUNCED THE NEW PROPOSALS.

    THE DEMONSTRATORS, NEARLY ALL WOMEN, CARRIED SIGNS SAYING "NO BUSSING" AND "SAVE OUR NEIGHBOURHOOD SCHOOLS". THEY SPENT THE MORNING PICKETING THE EDUCATION HEADQUARTERS IN BROOKLYN AND THEN MARCHED ACROSS THE BROOKLYN BRIDGE TO MANHATTAN ISLAND WHERE THEY DEMONSTRATED IN FRONT OF THE CITY HALL. THE MARCH WAS ENTIRELY PEACEFUL.
