    Background: India is well endowed with natural resources for the development of a large steel industry. Iron ore resources are extensive, coking coal, limestone dolomite and manganese are also available not far from the main sources of iron ore. Yet steel development did not begin in India until 1707 - on a small scale. To-day, however, with the culmination of administrative negotiation with foreign powers - notably the Soviet Government and British Government and banks - India's steel in industry is assuming significant proportions.
    At Durgapur and Bourkela where these films were taken gigantic new steel plants are in the course of erection. There is an air of great urgency in the construction and a strange mixture of near-primitive labour force - including many women - and modern technical methods supervised by technicians from britain, Russia and other countries.
    The Russians have a strong interest in the BHILAI Project and under the terms of an agreement they will operate the plant - under a Russian chief engineer, for three years after its completion. It is expected to employ a minimum of 7,500 workers when complete. The Bourkela plant promoted by an agreement between the Indian Government at Germany's Krupp combine will be in operation by the end of 1959. The Durgapur project, of West Bengal, is backed by British interests and technical aid.
