    Background: SIGLO MINE, BOLIVIA

Bolivian workers have been promised an active part in the running of their country's industries, and in government policy-making. New President Hernan Siles Zuazo gave that undertaking at a mass rally held near the tin mining centres of Huanuni and Catvi-Siglo on October 31, marking the 30th anniversary of the nationalisation of Bolivia's mines. Dr Siles Zuazo told an enthusiastic crowd his government was holding talks with the powerful Bolivian Workers' Confederation (COB) and the Federation of Mineworkers -- but warned the current economic crisis would mean a period of self-sacrifice ahead of any wage rises. To this end, he said he had cut the presidential salary to the equivalent of 100 dollars a month. The new head-of-state also promised the miners they would become the privileged class, and pledged to fight corruption which he said "had gnawed away at virtually every level of society". As a first step, Dr. Siles Zuazo said he would rid Bolivia of parliamentary groups set up by the previous military regime. Hernan Siles Zuazo came to power on October 10, replacing General Luis Garcia whose military takeover had prevented him from taking office after wining the 980 elections.
