    Background: In Elisabethville, capital of the Congo's mineral-rich Katanga Province, the atmosphere is tense. At the airport, well-armed Belgia Belgian paratroopers stand constant guard as Whites-wounded in clashes with Congolese-arrive on stretches to be flown home to Belgium.

    The airport was also the scene for the arrival in a Belgian plane to two Congo chiefs for talks with President Tshombe.

    One of the injured Europeans-a Frenchman- was wounded by a grenade as he tried to protect Belgian officer's wives and children who were being attacked by Congolese soldiers.

    In the town, evidence of more anti-European violence-wrecked and bunt-out shops and houses. Many of the shops were Greek-owned. Now, - after the looting and wrecking, it looks as though a full-scale battle has been fought here.

    Tshombe's declaration of Katanga's independence of the rest of the Congo met with a timid response from the Belgian Government, who sent an envoy to say Belgium could not recognise Katanga as independent, but would supply economic and technical aid.

    Two other Province and a representative of the Trusteeship territory of Ruanda-Urundi have discussed the possibility of forming a separate federation with Katanga. Meanwhile, as UN troops pour into the Lumumba-governed Congo, Tshombe refuses to let them enter his own province.
