    SEQ. 7: MR HAROLD WILSON: "MADAME CHAIRMAN, IT GIVES ME VERY GREAT PLEASURE TO WELCOME, ON BEHALF OF HER MAJESTY'S GOVERNMENT, THE DELEGATES TO THE CONSULTATIVE COMMITEE OF THE COLOMBO PLAN.



    "IN RECENT YEARS, LARGE PARTS OF THE WORLD HAVE SUFFERED FROM THE EFFECTS OF UNEVEN GROWTH IN SOME OF THE RICHER COUNTRIES. RICH COUNTRIES MUST OF COURSE PUT THEIR OWN HOUSES IN ORDER WITH AS LITTLE HARM TO OTHER COUNTRIES AS POSSIBLE -- AS WE ARE ATTEMPTING TO DO AT THE MOMENT. BUT IT IS ESSENTIAL THAT THE INTERNATIONAL MONETARY SYSTEM SHOULD HELP RATHER THAN HINDER THEM IN THEIR EFFORTS. THE INSTITUTIONS CREATED AT BRETTON WOODS (THE WORLD BANK AND THE INTERNATIONAL MONETARY FUND) HAVE PROVED THEIR WORTH, AND THEIR EFFECTIVENESS HAS BEEN FURTHER INCREASED BY RECENT REFORMS AND INTERNATIONAL AGREEMENTS. NEVERTHELESS, WE IN THIS COUNTRY ARE CONVINCED THAT FURTHER REFORMS ARE URGENTLY NEEDED. I OUTLINED THE MAIN FEATURES OF SUCH REFORMS LAST YEAR, AND I VERY MUCH HOPE THAT A NEW INITIATIVE WILL SOON BE TAKEN. MADAME CHAIRMAN, THIS WOULD BE OF THE UTMOST IMPORTANCE FOR ALL COUNTRIES ANS ESPECIALLY FOR THE MEMBERS OF THE COLOMBO PLAN. THANK YOU." (APPLAUSE).

AND WHEN I SAY THAT, I HOPE THAT A RESULT OF THIS CONFERENCE, WE WILL SEE THINGS MORE CLEARLY THROUGH EACH OTHER'S EYES. MY OWN HOPE IS THAT, AS A RESULT OF WHAT IS SAID AND WHAT IS EXPOSED TO US HERE, I PERSONALLY, AND THOSE WHO SIT WITH ME IN MY DELEGATION, WILL BE ABLE TO SEE THROUGH THE EYES OF EACH OF YOU, THE SITUATION OF YOUR PEOPLE."



    SEQ. 11: BARBARA CASTLE: "IN OUR VIEW THE PROBLEM OF WORLD POVERTY IS A CHALLENGE TO THE WHOLE OF MANKIND WHICH WE MUST MEET COLLECTIVELY. A NEW APPROACH IS NEEDED, WHAT ONE MIGHT CALL AN 'INTERNATIONAL NEW DEAL'. I BELIEVE THAT THE BALANCE OF OPINION IN THE WORLD IS SWINGING BEHIND FAR REACHING SOLUTIONS. IT WILL BE A DISGRACE FOR ALL OF US, DEVELOPING COUNTRIES ALIKE, IF WE DO NOT SUCCEED IN MAKING BIG INROADS INTO THE PROBLEM OF HUMAN POVERTY IN THE NEXT TEN YEARS AND IN SUBSTANTIALLY SOLVING IT BY THE END OF THE CENTURY. WE SHOULD NOT UNDERESTIMATE THIS TASK. IT PRESENTS A GREAT CHALLENGE TO THE RICHER COUNTRIES IN RESPECT OF THE VOLUME OF THE CAPITAL AID THEY CAN GIVE AND THE TERMS ON WHICH IT IS PROVIDED. IT ALSO PRESENTS A CHALLENGE TO THE DEVELOPING COUNTRIES TO USE ASSISTANCE TO THE BEST ADVANTAGE."

    THE COLOMBO PLAN IS THE NAME GIVEN TO THE COOPERATIVE EFFORT BY COUNTRIES OF SOUTH AND SOUTH-EAST ASIA, HELPED BY MEMBER COUNTRIES OUTSIDE THE REGION, TO DEVELOP THE ECONOMIES AND RAISE THEIR STANDARDS OF LIVING. THE PLAN ORIGINATED IN COLOMBO IN 1950.
