SPEAKING AT AN EAST GERMAN GOVERNMENT RECEPTION MARKING THE 800TH JUBILEE LEIPZIG FAIR, THE SOVIET MINISTER TOLD A REPORTER: "I HAVE NOT READ THE AMERICAN WHITE BOOK (GOVERNMENT PAPER) ON VIETNAM, BUT I AM SURE IT IS NOT A WHITE BOOK BUT A BLACK BOOK". ASKED IF HE WAS GOING TO LONDON IN THE SPRING, MR. KOSYGIN SAID: WE ARE AGAINST TOURIST TRIPS. IF HOWEVER, A TRIP SERVES A USEFUL PURPOSE THEN WE CAN DO."
    MR. KOSYGIN IS IN LEIPZIG FOR THE CEREMONIAL OPENING OF THE WORLD FAMOUS SPRING FAIR. WITH MORE THAN 70 COUNTRIES EXHIBITING, THIS YEAR'S 800TH JUBILEE FAIR IS CLAIMED TO BE THE BIGGEST EVER SHOP WINDOW FOR EAST-WEST TRADE. MORE THAN 700,000 VISITORS AND BUSINESSMEN FROM OVER 100 COUNTRIES ARE EXPECTED TO TOUR THE STANDS. AT THE OFFICIAL OPENING CEREMONY IS THE LEIPZIG OPERA HOUSE ON SATURDAY NIGHT, MR. KOSYGIN HEARD EAST GERMAN PREMIER, HERR STOPH DESCRIBE THE EVENT AS PROOF OF HIS COUNTRY'S "GROWING ECONOMIC STRENGTH". (FAIR OFFICIALS ARE DESCRIBING EAST GERMANY AS THE WORLD'S TENTH INDUSTRIAL POWER.)
    A FEATURE OF THIS YEAR'S FAIR IS THE GREATLY INCREASED WESTERN REPRESENTATION. WEST GERMANY, WHICH PARTIALLY BOYCOTTED THE EVENT AFTER THE BERLIN WALL WENT UP IN 1961, HAS COME BACK AS USUAL, THE SECOND BIGGEST EXHIBITOR AFTER EAST GERMANY. THE UNITED STATES IS NOT OFFICIALLY REPRESENTED, SO THE LARGEST NON-COMMUNIST EXHIBITOR IS FRANCE, WITH BRITAIN SECOND, AND AUSTRIA FROM EAST GERMANY. THE PEOPLE'S REPUBLIC OF CHINA IS REPRESENTED FOR THE FIRST TIME SINCE 1961. ONE OF THE PAVILIONS CAUSING THE GREATEST INTEREST IS THE ONE FROM THE UNITED ARAB REPUBLIC. WITH ITS ARAB-STYLE FRONTAGE, THE PAVILION HAS LARGE PORTRAITS OF HERR ULBRICHT, AT PRESENT TOURING THE U.A.R. AND HIS HOST, PRESIDENT NASSER.

    THE FAIR IS POPULAR WITH WESTERN BUSINESSMAN BECAUSE OF THE COMPARATIVE EASE WITH WHICH CONTACTS CAN BE MADE WITH POTENTIAL CUSTOMERS IN THE EAST. A WEST GERMAN MANUFACTURER SAID THAT IS LEIPZIG HE WAS ABLE TO MEET AND DISCUSS WITH MORE SOVIET TRADE OFFICIALS THAN ON A PREVIOUS ONE MONTH TRIP TO THE SOVIET UNION.

    (IT WAS ANNOUNCED IN MOSCOW LAST MONTH THAT MR. KOSYGIN HAD ACCEPTED AN INVITATION TO VISIT LONDON IN THE SPRING, AND THAT BRITISH PRIME MINISTER HAROLD WILSON WOULD VISIT THE SOVIET UNION. SOVIET FOREIGN MINISTER GROMYKO IS DUE IN LONDON FROM MARCH 16TH-20TH TO DISCUSS PRELIMINARY ARRANGEMENTS. MR. KOSYGIN'S VISIT TO LEIPZIG IS SEEN BY OBSERVERS AS UNDERLINING THE SOVIET UNION'S SUPPORT FOR EAST GERMANY, AND AS A MEANS OF CONTACTING BUSINESSMEN AND INDUSTRIALISTS FROM BOTH EAST AND WEST - A SPECIAL INTEREST OF MR. KOSYGIN'S BEFORE HE BECAME PRIME MINISTER. THE FAIR CLOSES ON MARCH 9TH.)
