    Background: M. TSHOMBE, THE CONGOLESE PRIME MINISTER, WHO ARRIVED IN CAIRO YESTERDAY (TUESDAY) IN AN ATTEMPT TO ATTEND THE CONFERENCE OF NON-ALIGNED NATIONS IS A VIRTUAL PRISONER IN THE EL OROUBA PALACE ON THE OUTSKIRTS OF THE CITY, SURROUNDED BY POLICE AND SECURITY OFFICIALS.

    FROM THE CONFERENCE IT WAS ANNOUNCED THAT HEADS OF AFRICAN DELEGATIONS HAD UNANIMOUSLY AGREED HIS ATTENDANCE WOULD BE "INOPPORTUNE."
    M. TSHOMBE HAD ATTEMPTED TO FLY TO CAIRO EARLIER, BUT HIS PLANE HAD BEEN DIVERTED TO ATHENS. HIS RETURN WAS UNEXPECTED. POLICE AND SECURITY MEN RINGED THE PALACE AFTER HE ARRIVED AFTER A 45-MINUTE WAIT AT THE AIRPORT.

    CONGOLESE DIPLOMATS WERE REFUSED ENTRY TO THE PALACE. ALL CALLERS WERE TOLD "THE PALACE IS IN QUARANTINE". EVEN M. RENE BAVASSA, THE CONGOLESE CHARGE D'AFFAIRES, WAS REFUSED ADMITTANCE, IN SPITE OF ARGUMENTS WITH POLICE AND AN HOUR AND A HALF SITTING AT THE SIDE OF THE ROAD OUTSIDE THE PALACE GATES.

    (LATER IT WAS ANNOUNCED THAT THE EGYPTIAN EMBASSY IN LEOPOLDVILLE HAD BEEN SURROUNDED BY TROOPS, WITH A NUMBER OF EGYPTIAN OFFICIALS AND THEIR FAMILIES SHUT INSIDE.)
    MEANWHILE THE SEATS RESERVED FOR THE CONGOLESE DELEGATION AT THE CONFERENCE REMAINED EMPTY AS THE FIRST FULL WORKING SESSION OF THE CONFERENCE BEGAN. ONE OF THE FIRST SPEAKERS WAS PRESIDENT SUKARNO OF INDONESIA. HE ATTACKED "OLD COLONIALIST POWERS" FOR TRYING TO "PREVENT ANY PROGRESS THAT IS NOT IN THEIR INTERESTS". HE DECLARED: " THE STRUGGLE AGAINST IMPERIALISM IN THE PRESENT PERIOD OF NATION-BUILDING IS AS IMPERATIVE FOR US AS THE STRUGGLE FOR LIBERATION THAT LED TO OUR NATIONAL INDEPENDENCE".

    IN THE EVENING, THE HEADS OF STATE AND THEIR DELEGATIONS WERE GUESTS OF PRESIDENT NASSER AND HIS WIFE AT A BANQUET.
