    AMONG THE GUESTS AT THE CEREMONY WAS PRESIDENT JEAN BEDEL BOKASSA OF THE CENTRAL AFRICAN REPUBLIC. HE WAS IN FORT LAMY FOR THE PARTY CONGRESS WHICH OPENED ON JANUARY 5.

    HALF THE COST OF THE NEW AIRPORT BUILDING WILL BE MET BY FRANCE AND HALF BY THE CHAD GOVERNMENT.

    PRESIDENT TOMBALBAYE WAS RE-ELECTED SECRETARY-GENERAL OF THE PROGRESSIVE PARTY BY THE CONGRESS, WHICH CALLED FOR NEW LEGISLATION.

    IT DECIDED TO SET UP EDUCATIONAL TELEVISION AND TO MAKE EDUCATION COMPULSORY. IT ALSO CALLED FOR TALKS TO SET UP A SINGLE TRADE UNION -- AND FOR GREATER FREEDOM FOR WOMEN.
