    Venezuelan President Carlos Andres Perez on Tuesday (February 4) said loyal troops had put down a coup attempt in the country, and military sources said the rebels had surrendered in the capital Caracas.

    The coup attempt took place just hours after Perez returned from a state visit to Europe and the United Nations Security Council summit in New York.

    In a televised address, Perez said a group of paratroopers attempted the coup, planning to assassinate him, but were stopped by loyal troops. He called on rebel soldiers to respect the will of the electorate and to rebuff any officers involved in the attempt.

    Army sources said the situation was under control in Caracas but that fighting continued in several other cities.

    In another development the government announced the banning of public demonstrations, broadened police arrest powers, and suspended some constitutional civil rights guarantees for at least 10 days.

    There had been rumours of coup attempts since Perez took office in February 1989 because of controversy over his economic austerity programme. He had steadily lost support in recent opinion polls.

    Less than a month after he was inaugurated, rioting against his economic policies claimed an estimated 300 lives.

    Perez first served as president from 1974 to 1979 at a time of increasing oil revenues. He was re-elected in December 1988.

    Venezuela is a major oil producer and one of the founding members of the Organisation of Petroleum Exporting Countries. It has long been one of the most stable democracies in Latin America, having enjoyed democratic rule since 1958.
