    The Strategic Arms Limitations Treaty and President Jimmy Carter spoke to a joint session of the United States Congress on Monday (18 June). He appealed to the Senate to give the treaty signed in Vienna on Monday the two-thirds majority it needs for ratification. The lines are drawn for a lengthy and almost certainly stormy debate when Congress returns from the annual Independence Day holiday, the Fourth of July. Soviet President Brezhnev's warning to U.S. Senators not to change the SALT treaty sparked an angry response from some Senators. It was only two hours after his return from the Vienna summit with Soviet leader Congressmen and Senators.
