    JAPANESE AMBASSADORS FROM FIFTEEN MIDDLE AND NEAR EAST COUNTRIES MET IN TOKYO ON TUESDAY (JULY 7) FOR A THREE DAY CONFERENCE. THE CONFERENCE IS AN ANNUAL MEETING, HELD BY THE JAPANESE FOREIGN MINISTRY TO ENABLE THE OVERSEAS ENVOYS TO EXCHANGE INFORMATION AND VIEWS ON THE ECONOMIC AND POLITICAL CONDITIONS OF THE COUNTRIES IN WHICH THEY ARE SERVING. THE RESULTS OF THESE EXCHANGES CAN PROVIDE A BASE FOR JAPAN'S FOREIGN POLICIES.

    ATTENDING THE MEETING FROM THEIR OVERSEAS POSTS ARE THE AMBASSADORS TO AFGHANISTAN, ALGERIA, IRAN, IRAQ, ISRAEL, KUWAIT, LEBANON, MOROCCO, SAUDI ARABIA, SUDAN, SYRIA, TUNISIA, TURKEY, AND THE UNITED ARAB REPUBLIC.

    FOREIGN MINISTER TAKEO FUKUDA, NEWLY APPOINTED IN MONDAY'S CABINET RESHUFFLE, GAVE THE OPENING ADDRESS.

    SYNOPSIS: THE JAPANESE FOREIGN MINISTRY'S ANNUAL THREE DAY CONFERENCE FOR ITS MIDDLE AND NEAR EAST AMBASSADORS BEGAN IN TOKYO ON TUESDAY. NEW FOREIGN MINISTER MR. TAKEO FUKUDA GAVE THE OPENING ADDRESS.

    APPOINTED FOREIGN MINISTER ONLY THE DAY BEFORE IN A CABINET RESHUFFLE, MR. FUKUDA TOLD THE ASSEMBLED AMBASSADORS THAT JAPAN'S ECONOMIC RELATIONSHIPS WITH OTHER COUNTRIES MUST BE PURSUED UNDER A NEW CONCEPT. HE SAID THAT JAPAN'S ECONOMIC COOPERATION HAD HITHERTO BEEN CLOSELY CONNECTED WITH THE PROMOTION OF THEIR EXPORTS, AND THIS HAD INVITED CHARGES OF AGGRESSIVE TACTICS.

    THE AMBASSADORS HEARD A FEW WORDS OF WARNING FROM THE FOREIGN MINISTER OVER THE RECENT FRICTION BETWEEN OIL PRODUCING COUNT RIES AND THE WORLD'S MAJOR OIL COMPANIES. HE WARNED THAT UNLESS STABLE OIL SUPPLIES FROM THESE REGIONS ARE ENSURED, JAPAN'S ECONOMY WOULD BE JEOPARDISED. NINETY FIVE PER CENT OF JAPAN'S OIL IMPORTS COME FROM THE MIDDLE EAST. ON ECONOMIC COOPERATION OVERSEAS, MR. FUKUDA SAID THAT UP UNTIL NOW, JAPAN HAD BEEN CRITICISED FOR POLICIES TOO CLOSELY CONNECTED WITH BIG EXPORT BUSINESS. FROM NOW ON, HE EXPLAINED, JAPAN WOULD AIM AT A BETTER FLOW OF SINCERE CONTACTS IN HER DEALINGS OVERSEAS.
