    THE THREE-DAY "GOOD NEIGHBOURS" SUMMIT INVOLVING LEADERS FROM 14 EAST AND CENTRAL AFRICAN COUNTRIES ENDED IN DAR-ES-SALAAM, TANZANIA, YESTERDAY (WEDNESDAY). CONFERENCE DELEGATES EMPHASISED THE "GRAVE SITUATION" IN SOUTHERN AFRICA IN THEIR CLOSING DAY COMMUNIQUE.

    THE JOINT COMMUNIQUE ISSUED AT THE CLOSE OF THE SUMMIT CONFERENCE REAFFIRMED SUPPORT FOR "FREEDOM FIGHTERS" EVERYWHERE IN WHITE-RULED SOUTHERN AFRICA.

    BUT IT MADE ONLY ONE SPECIFIC RECOMMENDATION ON RHODESIA -- FOR PRESSURE ON "CERTAIN STATES" TO STOP AIDING THAT COUNTRY.

    CONGO-BRAZZAVILLE PRESIDENT ALPHONSE MASSEMBA-DEBAT REMAINED FOR THE FINAL SESSION OF THE CONFERENCE, DESPITE THE FACT THAT AN ABORTIVE COUP HAD TAKEN PLACE DURING HIS ABSENCE FROM HIS COUNTRY. HE SAID LATER THE COUP DID NOT SURPRISE HIM, AND CLAIMED THAT IT WOULD NOT UPSET HIS TRAVEL PLANS.
