    THE SOUTH EAST ASIA TREATY ORGANISATION WOUND UP ITS COUNCIL MEETING IN BANGKOK ON WEDNESDAY (21 MAY) WITH DELEGATES CLAIMING IT HAD TAKEN ON A NEW LEASE OF LIFE. THE MEETING ENDED WITH AGREEMENT BY SIX OF THE MEMBER-COUNTRIES -- THAILAND, AUSTRALIA, NEW ZEALAND, BRITAIN, THE PHILIPPINES AND THE UNITED STATES -- THAT SEATO WAS ESSENTIAL FOR THE PEACE AND SECURITY OF THE REGION. BUT FRANCE DID NOT ATTEND THE MEETING, AND PAKISTAN DISSOCIATED ITSELF FROM THE FINAL COMMUNIQUE.

    THE VIETNAM WAR CAST A LONG SHADOW OVER THE MEETING -- SOUTH VIETNAM ATTENDED AS AN OBSERVER -- AND IN ITS COMMUNIQUE THE COUNCIL "NOTED WITH GRAVE CONCERN THAT NORTH VIETNAM, IN VIOLATION OF THE 1962 GENEVA AGREEMENTS, CONTINUES TO MAINTAIN MILITARY FORCES, INCLUDING LARGE UNITS OF ITS REGULAR ARMY, IN LAOS".

    LIEUT. GENERAL JESUS VARGAS, OF THE PHILIPPINES, SECRETARY-GENERAL OF SEATO, RETURNED TO THIS SUBJECT IN THE PRESS CONFERENCE HELD AT THE END OF THE MEETING.
