    THE SOUTH VIETNAMESE GOVERNMENT HAS CHANGED SOME OF ITS SECURITY MEASURES SURROUNDING THE CARTAGE OF FOOD TO MARKET IN ITS EFFORTS TO REDUCE THE SPIRALLING COST OF LIVING IN SAIGON. THE CHANGES MAKE GETTING FOOD TO THE MARKET BOTH EASIER AND FASTER.

    UNTIL THE CHANGE OF REGULATIONS, TRUCKS ARRIVING AT CHECKPOINTS ON THE OUTSKIRTS OF SAIGON FROM THE FERTILE PROVINCES WHICH SUPPLY THE CAPITAL WERE UNLOADED AND THEIR CARGO RE-LOADED INTO OTHER TRUCKS AS POLICE SEARCHED FOR EXPLOSIVES, AMMUNITION AND OTHER WEAPONS INTENDED FOR USE BY VIET CONG.

    NOW THERE'S A PRELIMINARY INSPECTION OF THE TRUCK AND THE DRIVER'S PAPERS BEFORE THE TRUCK JOINS A POLICE-ESCORTED CONVOY INTO THE MARKET. SOME 150 FOOD TRUCKS PASS THROUGH EACH OF SAIGON'S FOUR CHECK-POINTS IN A 14-HOUR PERIOD. AT THE SAIGON MARKET, THE TRUCKS ARE UNLOADED UNDER POLICE SUPERVISION.

    IT'S TOO EARLY YET TO DETERMINE WHAT EFFECT THE NEW MEASURES ARE HAVING ON FOOD PRICES, BUT THE GOVERNMENT IS CONFIDENT THAT THEY WILL DROP.
