    IT SEEMED, HOWEVER, THAT TROUBLE COULD STILL BE EXPECTED. POLICE HAD TO WORK HARD TO CONTROL THE CROWDS, AND LOOTING WAS RIFE. ARMY AND AIR FORCE, HAVING PLEDGED SUPPORT TO PRESIDENT BALAGUER IN HIS SHOWDOWN WITH THE TRUJILLOS, WERE OUT IN FORCE TO PRESERVE ORDER.

    UNITED STATES WARSHIPS, DESPATCHED TO THE DOMINICAN REPUBLIC NOV 19, WERE STILL STANDING BY OFF-SHORE IN CASE DISTURBANCES BROKE OUT. IN CONNECTION WITH THEIR PRESENCE THERE, THE CUBAN DELEGATION AT THE UNITED NATIONS REQUESTED A MEETING OF THE SECURITY COUNCIL NOV 21 TO DISCUSS U.S. INTERVENTION IN THE DOMINICAN REPUBLIC'S AFFAIRS.

    THE GOVERNMENT RADIO STATION BROADCAST WARNINGS TO THE PEOPLE TO DISREGARD MESSAGES TRANSMITTED BY A STATION DESCRIBING ITSELF AS "RADIO REVOLUTION OF THE DOMINICAN OPPOSITION 14TH JUNE MOVEMENT" CALLING FOR A GENERAL STRIKE. SOME OBSERVERS BELIEVED THAT DANGEROUS EVENTS COULD OCCUR IF PRESIDENT BALAGUER WAS UNABLE TO FORM A COALITION REGIME WITHIN FORTY-EIGHT HOURS.
