    M. THEO LEFEVRE, THE BELGIAN PRIME MINISTER, THIS MORNING (MONDAY) HANDED TO KING BAUDOUIN THE RESIGNATION OF HIS SOCIAL CHRISTIAN AND SOCIALIST COALITION GOVERNMENT. THE GOVERNMENT'S LACK OF ONE PARLIAMENTARY SEAT IN TODAY'S GENERAL ELECTION RETURNS THREW BELGIAN POLITICS INTO CONFUSION.

    AGAINST ALL PREDICTIONS THE COALITION FAILED BY THIS ONE SEAT TO GET THE TWO-THIRDS MAJORITY IT NEEDS IN PARLIAMENT TO PASS PROPOSED REFORMS. THESE WERE MAINLY AIMED AT BRINGING ABOUT PEACEFUL CO-EXISTENCE BETWEEN THE COUNTRY'S TWO RIVAL POPULATIONS - THOSE WHO CAN SPEAK FLEMISH AND THOSE WHO CAN SPEAK FRENCH.

    M. LEFEVRE DECIDED AFTER THE RESULTS WERE KNOWN TO HAND HIS CABINET'S RESIGNATION TO THE KING. THE SOCIALISTS WERE THE MAIN LOSERS IN THE ELECTION, HELD YESTERDAY, AND IT'S THOUGHT LIKELY THEY WILL PREFER TO RETIRE FROM THE GOVERNMENT INTO OPPOSITION.

    THEY LOST 20 SEATS AND THE CHRISTIAN SOCIALISTS 19. THE BIGGEST GAINS - 28 SEATS - WENT TO THE FREEDOM AND PROGRESS PARTY.

    THE SURPRISE RESULT OF THE ELECTION WAS ANNOUNCED BY A SPOKESMAN OF THE INTERIOR MINISTRY. THE COALITION, HE SAID, HAD JOINTLY OBTAINED 141 SEATS IN THE CHAMBER OF REPRESENTATIVES, THE 212-MEMBER LOWER HOUSE. THE REQUIRED MAJORITY IS 142 VOTES.
