    FOUR DAYS OF CELEBRATIONS HAVE MARKED TANGANYIKA'S THIRD ANNIVERSARY OF INDEPENDENCE AND THE SECOND ANNIVERSARY OF THE REPUBLIC.

    WEDNESDAY'S MASS PROCESSION THROUGH DAR ES SALAAM INCLUDED UNITS OF THE NEWLY-TRAINED ARMY. DURING THE CELEBRATIONS, IT WAS ANNOUNCED THAT CANADA IS TO HELP ESTABLISH A MILITARY ACADEMY IN THE CAPITAL.

    A CANADIAN MILITARY SURVEY TEAM RECENTLY VISITED THE REPUBLIC AND ANOTHER GROUP OF ADVISERS IS EXPECTED TO ARRIVE SHORTLY. THE ANNOUNCEMENT SAID CANADA WAS ALSO PREPARED TO OFFER MATERIALS AND FINANCE FOR THE ACADEMY.

    ADDRESSING A MASS RALLY AFTER THE PROCESSION, PRESIDENT JULIUS NYERERE SAID THERE WAS NO WESTERN PLOT AGAINST TANZANIA AS HAD BEEN ALLEGED EARLY LAST MONTH BY TANZANIA'S EXTERNAL AFFAIRS MINISTRY.

    TURNING TO THE PORTUGUESE COLONIES OF MOZAMBIQUE AND ANGOLA, THE PRESIDENT SAID TANZANIA WOULD PROVIDE ARMS TO THE NATIONALISTS IN THEIR FIGHT FOR INDEPENDENCE.

    BUT HE THOUGHT PORTUGAL SHOULD FIRST BE PERSUADED TO GIVE UP HER COLONIES BY THE WESTERN POWERS BECAUSE THEY BELONGED TO THE SAME INSTITUTIONS.

    REFERRING TO THE BELGIAN-AMERICAN OPERATION IN THE CONGO, HE SAID THIS WAS A MISTAKE. A HUMANITARIAN RESCUE OPERATION WAS CARRIED OUT IN A MOST INHUMANITARIAN WAY, HE SAID.
